I'm studying design in college, and I often see many art pieces. Some are very nice, yet you don't get inspired by it. What is it that makes a design deliver an impression and inspire someone else?
This is a difficult question to answer because everyone is inspired by different things. A good piece of art or design will have something in it that will just grab you and suck you in. It will pull on you emotions in some way.
I think the one thing that makes something grab someone is people have to relate to it in some way. In other words, not inspired so much by another piece of art but the things around you. It could be something in the news, something floating in the gutter, you neighbors kid playing outside, virtually anything! I'm not saying that you can't be inspired by art but in some way the pieces that stand out are inspired by everyday things that we tend to overlook or just take for granted.
Another aspect of it is what you put into it. I'm not sure that a lot of people consider this anymore but when you put everything you have into a piece it comes through and does add a certain quality to a piece that you just don't have if you just "go through the motions" and slap something down. Sure you can do a piece that's technically perfect but if you don't put your heart and soul into it all it will ever be is just a picture with no life to it. I know it sounds all artsy saying that but it's true.

I imagine that it would depend on what the artist is trying to convey in the art that they have created. The recipient views the art and has an emotional or non-emotional response. Not all art means the same to all people. That is why art is so subjective. But there are universal representations- symbols that have similar affects on all humans. A master artist is able to control the art to evoke the desired response from the viewer.
